KABUL: Iran’s state-linked outlet Mehr News Agency has published the details of a draft Memorandum of Understanding between Iran and the United States.
According to the report, the draft includes the following elements:
- A permanent and immediate halt to fighting on all fronts, including Lebanon.
- The U.S. commitment to not interfere in Iran’s internal affairs and to respect the sovereignty of the Islamic Republic of Iran.
- Complete removal of the naval blockade within 30 days and a U.S. commitment to withdraw its forces from Iran.
- Reopening the Strait of Hormuz within 30 days, with Iranian arrangements.
- Suspension of sanctions related to the sale of Iran’s oil, petrochemical products, and related derivatives, plus Iran receiving full access to financial resources.
- The requirement that the U.S. and its allies provide Iran with reconstruction plans worth at least $300 billion, and a 60-day negotiation period to reach a final agreement based on nuclear-related issues.
- Full lifting of initial and secondary U.S. sanctions, as well as U.S. sanctions tied to UN Security Council resolutions and the IAEA Board of Governors resolutions.
The report also says: - Iran’s commitment under the NPT (Non-Proliferation Treaty) is reiterated: during the U.S. negotiation period, Iran will not produce nuclear weapons.
- During negotiations, the U.S. is reportedly committed to not imposing new sanctions and that it will not add forces in the region.
- It says $24 billion in Iran’s frozen funds would be made available during the 60-day final negotiations, with half of that amount to be accessible before talks begin.
- A monitoring mechanism will be created for implementing the deal.
- The final agreement would be approved through a UN Security Council resolution.
- Negotiations would not start before, the release of half the frozen funds, suspension of Iran’s oil sanctions, and removal of the naval blockade.
- The final agreement is reportedly limited to the fate of enriched materials and enrichment activities, sanctions relief, and Iran’s economic reconstruction.
- Discussion of Iran’s missile program and support for resistance groups would be fully removed from the agenda.
The report says that two days earlier, Iran’s Foreign Minister Dr. Sayed Abbas Araghchi asked media to avoid speculation about the understanding’s contents, and that Donald Trump had reposted Araghchi’s tweet.
