KABUL: The Prime Minister of the Islamic Emirate of Afghanistan has issued a directive instructing all relevant provincial authorities, including those in Kabul, to grant permission for residential construction where valid documentation exists.
The order, released on Monday, states that applicants with proper documents, including ownership deeds, financial receipts, customary land papers, “Satha” transaction documents, and confirmation from local mosque imams should be allowed to begin construction.
Security agencies have also been instructed to fully cooperate in implementing the directive.
The Urban Development and Land departments have been ordered to submit land maps to municipal offices within one month.
Municipalities are also required to identify areas that are flood-prone, historically protected, or restricted under urban planning regulations.
Experts in the real estate sector say the decision could boost urban development and contribute positively to economic activity across the country.
