IEA Leader: Revenue collected in customs is public treasury, must not be used improperly

KABUL: The Supreme Leader of the Islamic Emirate of Afghanistan said that revenues collected in the country’s customs are part of the public treasury (bayt-ul-mal) and must not be spent improperly or unnecessarily.
The Ministry of Finance’s media office said in a statement on Wednesday that the leader made the remarks during a two-day reform seminar held for officials of the ministry.
According to the statement, the leader emphasized the need to apply Islamic Sharia and to consult respected religious scholars, adding that their recommendations should be taken into account.
He instructed seminar participants in different areas, urging them to make themselves aware of matters related to public funds and implement them practically.
He also stressed that public treasury assets must be treated “like the right of an orphan” and should not be used for personal purposes, said the statement, adding that he ordered government officials to behave well with the public and prevent people from losing hope in God’s mercy.
The leader has previously made similar speeches and provided essential recommendations to government officials at the conclusion of earlier guidance seminars.
